Is there a mistake here: I always thought that a partial wing added 2 M.P. to the jump  . Anyway, the partial wing (which dissipates 3 heat) means that you can jump and fire everything and only gain 1 heat per turn.

There's no mistake.
Partial Wing MP bonus' are a tad complex when you start talking about atmospheric pressure. But in a standard environment (which is what the record sheets are intended to capture), you only get the +2 on light and medium units. You get a +1 on heavy and assault units.
