I just submitted my Wombat Fire Fighting Tank and had to notice that the program does not allow additional heat sinks without proper heat producing equipment.
I wanted to install five additional heat sinks to 'cope with heat buildup in or near a fire'.

I think that's just the way I designed it. Heck, MML doesn't even allow you to specify heat sinks at all, so I kind of went my own route. What I can do though, fairly easily, is change that error into a notice. I'll put that request in for you. _________________ Mordel Blacknight - Site Administrator

Since my issue is along heat sinks, I figure I would just add to this thread...
I created a hover vehicle, 50 ton, Fusion, MP8, hardened armor, turret.
Tried to use 2 Capacitors for 2 light PPCs while keeping base 10 sinks. The system won't accept config because it wants the 20 sinks. Wanting to have the flexibility to not have them activated only till needed.
Tried to use 5 Medium lasers with each having laser insulators (makes 5 Med Lrs to a total of 10 heat) while keeping base 10 sinks. System won't accept config because it wants 15 sinks.

Unfortunately vehicles require enough heat sinks to compensate for all its systems when active, this includes activate PPC Capacitors. So in your case, you do actually require 20 heat sinks, even if you never charge the capacitors on. From the PPC Capacitor rules (TO:AUE pg. 148):
"As PPC Capacitors increase the attached PPC’s heat by 5 points, vehicles and Conventional Fighters must account for this added heat when determining their heat sink needs."

This is, in fact, a bug that needs to be fixed. I'll raise a defect for it.
