Designed as a upper end trooper mech along the lines of the Watchman. Nothing fancy here, just cheap and tough.
Yes, I know it's got a standard PPC on it. It's supposed to be cheap. Using a standard PPC also reduces the heat burden.

why is the flamer facing rear? And wouldn't this design be cooler as a Quad?

This mech isn't about being cool. It's about kicking the snot out of the other's guy's mechs, blasting infantry and vehicles to kingdom come and trampling toads under the footpads of your 'mech!
The flamer points to the rear to deal with pesky infantry and to set covering fires as you retreat.

Trampling underfoot is cool, so therefor 4 legs would be twice as cool as two. And if you made it Canine"esque" as the Barghest you could put the flamer in the CT (R) and it would appear as if your dog had just eaten many enchiladas!
Seriously though it's a cool design.
But how do you sell it to perspective buyers with the "set covering fires as you retreat" Pitch? I mean, if it's a good design should one worry or prepare for retreat?

Looks to me like you've just created a nasty infighter that can also do damage at range. However, I'd suggest trading out a med or two for cooler-running MGs or SRMs.

I considered a pair of MG's and a ton of ammo for two medium lasers, but the resultant loss of short range firepower doesn't justify the additional anti infantry capabilities.
I also considered a PPC and a large laser combo. Again, the loss of short range punch argued stronger against.
As for the 4 legged mech, the loss of torso twist should explain all. Short ranged mechs without the ability to bring their main battery to bear don't last all that long.

Well, the Scorpion has been around for a long time. Seems to be pretty well designed.

How many times did Tom Fisher get his tail kicked up between his shoulderblades running the scorpion? Besides, that was before the revised quad rules removed the torso twist for quads. Now it would be even worse.

He got his tail kicked that many times cause all he had was Scorpion minis.crikey, he had like 10 of them back in '88!
The non-torso twist has been balanced by the better move options, better pilot rolls, better prone rules, and better heat dissipation.
I got hammered in the PBeM game with the Barghest partly because of the non TT, but that was a simultanious/blind movement tourney. I don't think in a regular game it would be as pronounced of a detriment.

Everything is cooler as a quad.
I would change the flamer to a laser unless you plan on getting near mechs that like to heat up.
