Yes. It still explains a lot of things. I, for one, didn't realize the lawyers had a hand in creating the situation in the first place. I should have seen it, of course.
Politicians that raise their own salaries, lawyers that abuse the law for profit. It's every man for himself in this world 
But seriously, has the situation changed so much that the article is outdated? The wheels of the law-making bodies move slowly at best.

In the early 90's an Amendment to the Constitution was passed which said that if those in Congress passed a pay raise for themselves, it wouldn't take effect until the next congress took over. The belief is that they will be less likely to pass a pay hike for themselves if they aren't sure that they'll be around to enjoy it.

Kraken, I seriously doubt an amendment was passed for that. Maybe a proposed clause to the last pay raise bill, yes?
