I have long felt that the fact that it has taken the IS 12 years to come close to catching up with the clans in terms of weapon performance to be just absolutely silly. It is a common point in history that during times of war technology is the first thing to improve. So I give you NAIS Weapons LLC.
Several years ago NAIS learned how to make clan style weapons. The only problem was it cost a fortune to build the first several. After some refinement and some help from engineers captured during the clan wars NAIS was able to start a fully functioning weapons and Mech production factory. After the initial success 3 minor facilities were built to strictly work on various weapon systems (I.E. one is used to make energy weapons only, one for missile, and one for ballistics) to help supplement main weapons assembly lines. Demand for the weapons have been so great that some of the specs have been given in trades to other houses and the assembly is now being done in several locations around the IS.
Game notes. They are identical to clan weapons in every way.

| No way Davion would trade the knowledge of how to make Clan style weapons to the other houses....they're too much of an edge. Also, remember that the Inner Sphere still has only limited production capabilities, so they are not going to be turning out regiments of Thors anytime soon.

I think it's absolutely silly that they caught up as much and as fast as they did, developing completely new weapon systems and concepts.
I feel that the improved war effort effects explain the fluff breakneck speeds, and now you want them to go faster?
I don't really understand the war argument neither. It's not like the IS was slumbering about like the US before WW2. They were running at full capacity for decades and centuries before 3050, and their capacity only decreased.
Sure it helped that they weren't nuking eachother.
Sure, it helped that C* stopped rubbing out scientists.
But that does not explain such astronomical advances as experienced in BT.
But I guess you really want to play with Clan weapons on IS Mechs. Don't let me stop you. 
In your defense, fluff does state that the NAIS has functional copies of Clan weaponry in the labs, but just o way of mass producing them in any meaningful way yet.

Yeah I got to thingk about them swaping tech with other houses and just seeing it as not really intelligent.
I just see this as a way to hopefully bring some balance back to the game. And I still think that as soon as NAIS was able to crack out the first one all davion funding would go into making it a standard for the units. To the point that all funding for other projects would have been cancelled and that money diverted to getting a factory up and running that could produce this equipment quickely. Instead it was ignored so they could develop RAC's (a truly silly weapon)
Hmm Ok now that I am thinking about it the only new weapon that the davions have are the RAC? Is this right because I really cant think of any new weapon that they have produced other than that one. Infact I think each house got a new weapon system.

Light Gauss - ?FWL?
Capellan - ??
Davion - RAC
I know that most of the newer equipment is comming out of the FWL (not exactly on speaking terms with Davion IIRC).

Shoot when you look at it this way and consider that not every house produces ES, FF, TSM, and DHS there sudden jump in technology isen't that far fetched.
