gunner + range + your move + terrain...miss and it scatters per the artillery rules.

Are we SURE that we don't? Not only is it "immobile", but it is 33 meters across....should be pretty darned easy to hit.

I always liked the fun of targetting a specific hex only too have the mech standing there move to the nex hex over. Only to have the Thunder miss and by the scatter rules hit the hex where that mech moved to. Now that is what I call indirect fire.

Except that infantry can... Both foot and BA can attack things in their own hex. Foot infantry even get a bonus to hit.
Hexes not being "immobile" may have something to do with game balance, but I haven't studied it.

If you look carefully, there's a range "0" for those units that doesn't exist for mechs and vehicles.

Official "convention-type" events aside, I always ignore that rule. Something that is 10-20 meters directly in front of me should not be impossible to hit.

So despite the fact they are in the same hex they are considered 1 hex apart for fire resolution.
