I'd pick the rifleman four times out of seven or roughly 55% of the time.
The Rifleman has thin Armour but at range it wins, so the Griffin is forced to close and assuming the dice roll initative half the time for each side.
Those jump jets might save the Griffin if it gets in close enough, but at all ranges its out classed.
At the same time the PPC lets it better exploit the thin armour of the Rifleman so at least half the time its going to get an ammo bin and win.
Every battle is going to be close and I'd give a narrow margin to the Rifleman since he's got the better weapons arcs.

I'd go with the rifleman. A rifleman can close with the Griffin and keep shooting weapons that don't take close range penalties like the LRM 10 on a Griffin (3025 mechs that is). At close range the Griffin only has one real shot with the PPC, call it 2 shots if the LRMs hit. While the Rifleman that watches its heat can wait for its moment and then cut loose with 2 large lasers, 2 AC/5 and 2 medium lasers. Voting for a Rifleman is criminal. They always manage to explode or disintegrate, and this isn't going to be any different.
The Griffin isn't going to be happy after the battle, but it will win most of the time. It's got a Rifleman-headcapper in the PPC, it's got better movement and jump jets. Slow death for the Rifleman, as the GRF avoids getting too close.
The Rifleman isn't THAT badly armored, compared to the GRF. It's the heat sink department that's too low. Continous fire with the lasers will make it lose speed, so it really can't close with the Griffin. Standing still to make the most of the 20 AC shots? Return fire will hurt it badly, but keeping the shots will mean it risks an ammo explosion. It's heat that will kill it, one way or the other.

The Griffin would need only to close and use it's mobility and it's over.
If the Rifleman's pilot sneezed it would also be over. He'd blow all of his own armor off....

I think the Rifleman would take this easily, two large lasers and AC5's beat a ppc and lrm10 hands down even with griffins armour advantage. The Rifleman has two med lasers as back up as well, so its damage potential is 13 at most ranges. And dont forget that it can flip its arms behind it. Always nasty!

I think the Griffin stands a good chance of wining this if the pilot remembers that it is a good deal more mobile. Also the LRM 10 has a slightly better range than the AC/5s while the PPC can match them in every respect.

I personally think the Griffin wins this hands down.
Equal pilots, I'd bet it wins 3 out of 4.

Don't forget the Rifleman has its large and medium lasers at close range, thats 26 damage which beats the Griffins 11 for a kick or 6 for punch.

...and 22 heat. The RFL has 10 heat sinks. Start racking up the movement loss, increased to-hit numbers, shutdown and ammo explosion rolls.

That's why you watch your heat and keep up a good weapon rotation to keep the heat manageable and the damage high.
I vote for the Rifleman. The griffin is more mobile, yes. However while jumping about he can heat up pretty good as well and the LRM 10 doesn't do consistant damage like the AC/5's do. But the AC/5's have rather limited ammo and will be gone too soon. Then it's time for the lasers. The Griffin can keep out of range then and keep shooting in with the PPC, but I think it will be hurt by then and the Rifleman can keep in range with it's large lasers. The Rifleman really shouldn't try to move around too much in this one. Find a nice covered woods hex, preferably heavy woods, . Remember you have reversible arms, so if the Griffin tries jumping in behind you you can still give him a faceful of autocannon shells and lasers.

I'm going to have to go with the Rifleman. The griffin is a very well armored mech, and it is fairly maneuverable, but I see the Rifleman plodding towards the Griffin, alternating its LarLas and AC5 combinations (left arm, right arm) until the Griffin has run out of ammo or places to hide. My experience with LRM10s hads not been promising, and with only a PPC as back-up, this is more akin to a Rifleman pulling a switchblade on a Panther in a back alley and taking away his lunch money.
I just don't see the Griffin doing enough damage, absent an incredibly lucky shot, to drop a Rifleman before either blowing its own heat top or the Rifleman closing to alpha strike the Griffin into scrap metal in two turns (at which point it will overheat and shut down, but the Griffin pilot will be quite dead at that point, so who cares?).
