Actually, Stormtroopers are soldiers enlisted from the galaxy. Its the equivilent of you signing up for the us army. Only a few managed to contact the Rebels (kinda like getting in contact and joining the IRA, only less evil!)
Actually most people in the galaxy did not see the empire as evil because its atrocities were kept under wraps.
Most storm troopers are around 18-19 years old which kinda adds a note of sadness to the whole blasting stormies thing. But it explains why most were useless shots and poor troops.
Oh, and yes im a Star Wars Fanatic and yes i'm completely sad!
