An average upgrade. Sure it gains a lot of speed but oh does it get some serious negatives to do it. Accidently man pack PPC infantry might be able to gut it from ambush.
The weapons aren't optimal for this speed. They still are kind of nice though. Expensive and overly specialized. Its only really useful in open plains and most mech warriors prefer to fight else where, so faster and longer ranged designs don't get as much of a drop on them.

Curious, what weapons are optimal for his speed? And how much armor should I mount so I don't have to worry about man packed PPC's ambushing a mech?

I can count the number of times I've run into "man pack PPCs" on one hand and I'd have 5 fingers left.

I'd also have 5 for mpPPCs, but only 4 for mpGauss
Still, 4 Kage troopers with mpGauss rifles don't do THAT much damage.

You need to play with more twisted opponents. I was trying to point out maybe Pulses and and ER Large might have been better idea. I could be wrong.
As for Man Pack PPC/Guass. if someone shoots at you to interrupt your move, its something like gunnery +4 +# of squares currently moved. Which can sometimes mean the infantry has a 6 or 7 to hit on a rear armour.
Can end your day soon in some scenarios/games. Although the more I post these days, the more I realise I'm a player type that doesn't see many new members.
The Campaigner with all parts of the game combined into a strategic map... We are the few, the getting old, and feeble:-P. Though I'm 20 so I suppose I'm very very young for that player type.
To this day I can count on one hand the times I've been convinced a mech needs an XL engine and I still have a finger and a thumb left.
Edited: As for how much armour you need to have against hidden Man Pack PPC or Guass rifle infantry. If they do it right, you can never have enough. Its just the classic way to get rid of troublesome fast mechs. That and Fenrir battle armour dropping 5 point mine fields all over. (At least I think its Fenrir.)

One thing on the infantry ambush. It's kinda a self defeating arguement here. If i run past with this Locust and your infantry pop out to get their shots makes no difference. I could run past your infantry ambush with a PNT-9R Panther and I'd get hurrt worse than with my Locust, but the Panther prolly didn't get a bad review did it? If i ran by at 60 kph they'd have a much easier time than trying to hit me going by at 200 kph. But you only brought up the infantry attack on the really fast mech. Why? had you no other arguement? You mentioned price. Re-read the fluff man. It's a PROTOTYPE. Say it with me, Pro-to-type. There's already been millions spent on the developement of said design. It's been built into 2 working models, one on campus for testing and evaluation and the other has gone to the corp. that bought the rights to the design for evaluation on possible production. Anything I miss yet?

Well, okay. I'm against XL engines in most things. the +4 is good to add to your opponent usually for only +1 to yourself.
The armour is great, the speed is superior, the XL is horrendous. the weapons are kinda funky. I'd expect ER mediums and double heat sinks on something this pricy to begin with.
Disregard the weapons selection I pointed out. To me a faster scout mech needs machine guns, pulses, flamers or just ER weaponry to create havoc as well as scout.
To me unless a design jumps out either provocatively or subtly its gonig to get a 2.0-3.0 depending on just how well it fits in the average spectrum. Its an average mech in my mind. Sure it's got some really good stuff for a 20 tonner, but its negative means it settles back to average in my mind.
