I submitted a similar design to the TRO 2 weeks ago. This uses HMPro and I like it more...
BattleMech Technical Readout
Type/Model: Stealth ST-1S
Tech: Inner Sphere / 3068
Config: Biped BattleMech
Rules: Level 3, Standard design
Mass: 30 tons
Chassis: Coventry Metal Works Standard
Power Plant: 240 GM XL XL Fusion with Supercharger
Walking Speed: 86.4 km/h
Maximum Speed: 129.6 [172.8] km/h
Jump Jets: None
Jump Capacity: 0 meters
Armor Type: Livingston Ceramics Stealth
Armament:
2 ER Medium Lasers
1 ER Small Laser
1 Guardian ECM
1 Bloodhound Probe
1 Angel ECM Suite
1 TAG
Manufacturer: Coventry/Earthwerks Combine
Location: Coventry / LA (CMW)
Communications System: Hellespont Tight Beam
Targeting & Tracking System: Army Corporation Type 29K
------------------------------------------------------------------------------
==Overview:==
The ST-1S Stealth has a rather interesting history, and a price tag befitting
an assalt mech, and a very specialized purpose. Jointly produced by the LAAF
and the DCMS under a (shakey) joint deal to produce a recon mech. It is
currently unknown how they aquired Capellen Stealth Armor but theres a good
chance that it wasn't bought...
==Capabilities:==
The mech is a technological marvel, equiped with recently devloped (Or
redevoloped) equipment. Its XL Engine, plus its supercharger and XL Gyro mean
that its engine components are rather large. Each side torso is occupied by an
electronic maze: the right torso has a Bloodhound probe plus a Angle ECM
system. The left torso mounts a Guardian ECM. Stealth Armor and a TAG system
round this out.
Its light offensive capacities, 2 ER Medium Lasers, 1 ER Small Laser provide
covering fire for the Stealth, but you must remember this is a deep recon, not
slugfest mech.
==Battle History:==
The Stealth has yet to be deployed except in exercises and simulations. It
currently holds high hopes as to its sucess.
==Deployment==
The DCMS Stealths are all in the 2nd Sword of Light. The Lyran Stealths have
been distributed to the Jaegers, but rumor has it that one made it to the 26th
Guard.

That's a lot of electronics, all right. I'm not sure about his one, actually. I admit that it will be very good at what it does, but it's staggeringly expensive for its size. And poorlt armed. Also, Dracs don't use C3i any more than the Lyrans do. I'm pretty sure that it's an exclusively ComStar/Wobbly technology.
Still, if one sets aside such concerns, it will do its job pretty well. It's good, but hard to love whole-heartedly, at least for me. I look forward to seeing the level 2 version, whenever the Customs TRO is next updated.

I figured C3i was Draconian since the C3 Slave/Master was theirs...

Nah C3i is the ComStar/Wobbies take on the C3 system. It helps to reflect their 6 Mech Level 2 units.
As for the engine.. i would have been happier with a Light Engine considering that this is a Lyran design.

I know a Light would be better fluff-wise, but I didnt really have the weight for it though...

it cant be exclusively Lyran as well actually. It was jointly developed with the DC right ?
So the XL actually made sense, since both sides have access to it.
