Now cost isn't too much of a factor, neither is tonnage but just lots of weapons and lots of fighters. Armor should be secondary to firepower.
Just design the biggest baddest ship you can ever create. Note that the ISD uses almost a full energy loadout so do the necessary adjustments.

One small issue...heat.
And the other issue the dropships to give the ship the same abilites as the SDs have with ground troops etc...for AT you need have it have DSs and those eat up lots of tonnage and cost.

Some info from Wikipedia:
Imperator-I or Imperial-I
-Main battery of 12 heavy turbolasers and 4 heavy ion cannon.
-60 turbolasers, 60 ion cannons, 10 tractor beam projectors.
-Each ship carried a wing of 72 Imperial TIE starfighters.
-Massive war vehicles like 20 AT-ATs and 30 AT-ST walkers.
-Support craft and dropships such as the Y85 Titan Dropship and the Sentinel-class Shuttle.
-At least 37,000 officers and crew.
-One "division" or "legion" of approximately 9,700 men.
-In New Republic service about 28,000 men.
Imperator-II or Imperial-II
-Main battery of 64 heavy turbolasers in eight octuple mounts flanking the tower structure.

I think my merc unit needs one of those.
Not to disturb this thread, but has anyone converted the AT-AT into BT terms? They would kinda suck. 2 sm lasers, 1 lg laser, 4 legs, lots of armor, very slow.

Not so slow. The Essential Guide to Vehicles and Vessels states that the AT-AT can move 60KPH over stable terrain.

well 60 kph isnt fast but it isnt dead slow either but its meh.

Take a look at my version that I posted the link to, it is a really good copy of an ISD, even carries 9700 marines [aka stormtroopers.]

Ihave all of the the walkers done up from the SW films...the only problem is this:
Two sources state that the AT-ST is 3 tons. While everything else doesn't even give the tonnage just how tall the unit is.
Then the AT-AT in one video game is listed at 60 tons, which works, but then again it's not that much taller then the AT-ST.
I can post some if anyone wants them.

I figure it is between 50 and 200 tons, lol. This is according to the SW D20 RPG with the AT-AT taking up as a Colosal Ground Unit 50 to 199 metric tons.
Also, the AT-AT needs to be able to carry 40 troops or 2 AT-STs in a Cargo hold.

Yes it can, but that means it's not going to be doing much else and would be a bigger target then it's already.
I am a little leary of the weights in the SW RPG...they seem well lose and to open ended.

But that is the job that the AT-AT performs. It is a transport; an all terrain one that can help in attacks.

While that may be the Empire never seems to use it that way. They use it as an assault unit, that carries infantry or other units. Hoth is a prime example of that. Same as the Republic did with AT-TEs, to them it was a walking APC/IFV or tank not a support unit.
