Only NAIS will put something out like that. Anyway i feel many of the stock designs don't use the HGR well.
How can a slow mech get to 6 range easily ?You need a mech fast and suicidal. The Hollander II is the prime example.

You're right, it's mostly a gimmick weapon. Or at least one better mounted on a tank than a mech.
But it's a silly thing anyway. Why would the damage drop with range when no other Btech weapon does that?
AND I came to think of a reason for that piloting check, RPG style. You may notice that no other Btech weapon causes a piloting check to the firing unit. So what makes the HGR so special? Unstable magnetic coils! There's a lot of unhealthy interference with a mech's gyro, and the problem only gets worse as the mech gets lighter.

I use the piloting checks. Makes for some really funny occurances. Had a Hauptman fire one on the run and fall straight on it's back. Penetrated the rear armor and got a crit on.....guess what......yep, the HGR. Talk about embarassing.

OK, You have to get close to have full Damage, but you can dish out 20 Points of Damage at a Medium (!) range of 13!
Compare this to an LB20-X!

Yes, both systems have it´s advantages and disadvantages!
The LB20-X is lighter, can fire clusters, needs no piloting roll,has no min range and has 1 shot ammo per ton more.
The HGR has a higher Damage at short range (same range as LB20-X at medium),a medium range beyond the LB20-X total range(with 20 Damage, does only a third heat and an exploding HGR does not so much internal Damage as a ton of LB20-X Ammo.
I can´t say one weapon is better than the other because it depends on what you want to do with it.
OK, the piloting rolls are not nice but if you cancel this rule i think it would be to strong.

Not to mention that with the lesser weigh you can mount other weapons/equipment to help ofset the differences.

Well the LB-20X has other uses other busting mechs when compared to the HGR.
Firing 20 armor shredding flechettes into Elementals is nice you know plus you have a greater chance to hit unlike the HGR.
HGR is just too heavy.
