If you read the article, a few details come through:
1. This was an old style facility from the 1950s. Fire codes, etc., were a lot different back then. Criminal justice theory had a different viewpoint at the time, one less concerned with the comfort (or safety) of those in the pokey.
2. The deputies had to open the cells manually with a key, one by one. They did not have the system used in many modern facilities where all doors can be opened at once in emergency sitautions.
3. This was a jail, not a prison. Some may consider this semantics, but it is more than that. Jails are for small time stuff (sentences of less than 2 years in Texas, for example) or for holding people waiting for trial who did not post bail for whatever reason. What does this have to do with the fire? Not much, other than it may dispel the notion that the victims were left to die on purpose because they were considered "scum of humanity, etc.".
What does this all mean? That's up to you. I was just pointing out some details I noticed that the media apparently thought was irrelevant, or at least did not really understand properly.

I was not criticising or proposing a new method of reducing prison crowding. I was merely saying how it can really suck to be a criminal.
