I need to get in touch with the fellow known as Winter, but he or she has not answered his or her message and I cannot think of another way to contact them. Can anyone here help? I am hoping to use their design in my TRO.

I will. Thank you. I was hoping to get more information on the background of the 'Mech itself. When I write the review, one of the things I will address is the sparse writeup and the lack of pertinent details therein.
I hate writing a review which critiques the design based on an assumed mission profile. I would much rather the author had trotted out successful mission stories, just so I can get a better feel for what they were attempting with their design.
BTW, check out battletechreader.blogspot.com/ to see where that Jenner is going. I am commissioning new art for it, as well as creating a new writeup.
