A person with the naturally hindered quirk handicap negative trait has difficulty mastering a specific skill; this quirk handicap is the opposite of natural aptitude; naturally hindered and natural aptitude traits of a same skill can cancel each other. This trait is worth -100 XP, and a person that has it for a specific skill rolls 3D6 and uses the lowest 2 dice for that skill roll.

You basically just re-created the "Slow Learner" negative trait from 3rd edition.

That's what I do.
The trade-off is that for each negative skill point a character voluntarily takes, they can get a positive skill point elsewhere.
