is there any way to change the information about the manufacturer, primary factory, communications, and targeting and tracking on the record sheet?

Manufacturer information (which would ultimately include the primary factory) is currently on the Improvement list (see 1402-015), but not yet implemented. So not at this time, unfortunately.
