Overview:
    My personal take on what the Clan IICs should have been.  What I am call the VIIC.  Core
    concept is to avoid using the XL engine; weight, armor, and structure may use special
    materials.

Capabilities:
    The most basic of basic upgrades of the 66.  Updates the ML to ER, swaps the SL for a SPL
    for added anti-infantry capability, and use a clan spec active probe.  It maintains the
    Endosteel and Ferro-Fibrous though reduced by 3 pts.
