Overview:
    My personal take on what the Clan IICs should have been.  What I am call the VIIC.  Core
    concept is to avoid using the XL engine; weight, armor, and structure may use special
    materials.

Capabilities:
    Another fairly straight forward upgrade.  More conservative than the cannon version, it
    swaps the ML for an ER, the SRM/4 for a clan spec version, and the SRM/6 for a Streak; I
    decided to keep the SRM/4 so that it can mount inferno rounds.  Finally, the Endosteel
    allows the armor to be increased by 1.5 tons and the addition of a co-axiaL ERSL for the
    ERML.  I contemplated 5 tons of armor and no ERSL for a MASC unit but chose not too.
