Overview:
    My personal take on what the Clan IICs should have been.  What I am call the VIIC.  Core
    concept is to avoid using the XL engine; weight, armor, and structure may use special
    materials.

Capabilities:
    Another straight upgrade via the 1-2R.  Upgrade the AC to Ultra and ML to ER.  The Endosteel
    allows more ammo for 2 tons more armor.
