Overview:
    My personal take on what the Clan IICs should have been.  What I am call the VIIC.  Core
    concept is to avoid using the XL engine; weight, armor, and structure may use special
    materials.

Capabilities:
    A basic refit of the 25-01.  I swapped the PPC for a LPL, upgraded LL to ER, and upgraded ML
    to MPL.  Endosteel allowed more heat sinks and armor.  Had to down grade speed.  I chose LPL
    over ERPPC to force pilot choice when firing: do I fire both ER or ER and Pulse; if I kept
    the PPC then the second ERLL would be unnecessary.
