Unlock the ammo selection in the force manager from the year of the unit's creation. A 3025 unit should be able to carry NARC in 3050.

I just moved it to in-progress as I'm starting to do a little more work in the forces section. There are a couple things I need to do before I can get to this, but it's officially on my radar now.
