The Cicade doesnt have hands, i thought that you should stick with the basic design of a mech.

While this may be true of all canon variants, there are other canon mechs that have variants both with and without hands, so why couldnt this have em too? The benefits outweigh the ideal of keeping it near canon.

Have you seen the cicada? Where would the hands go? That would be like putting hands on a Locust. You have to have arms on a mech in order to have hands. Otherwise you have the t-rex syndrome. (Just imagining a hand welded directly to the outside of the torso. Anyone remember the character Damon Wayans played on Living Colour that was just a head with feet and hands?)

A minor problem, just restructure the arms slightly. Keeps the original overall design intact and gives the thing the ability to PUNCH that locust to death as well as outshoot it.

HAven't they done that with several designs, if the design isn't an omni your basically creating a new mech.
Its the fluff and canon stuff that makes bt so good, realism.
As i proved by making myself sound stupid with the CASE-XL debate

To my knowledge Ralgith, of the armless designs in the TRO's, only the UrbanMech has a varient with arms and hands. And as I recall it leads you to believe that the armless version is actually a varient of the armed version and is less common than the armed version.

Well yes, but since this is a new variant anyways, and has Great fluff it coulda had hands  Especially with no weapons in the arms.
