A bit of a belated response, but one nonetheless. This Panther was meant as an open-country variant. In the context of the Third Succession War, 5/8 was a fairly good speed for a raider, or even reconnaissance in force in certain situations; personally I view it as the threshold speed for 'mechs I'd consider for jobs where speed is important, at least before the advent of the XL engine. One of the most impressive achievements of the Clans, from the Inner Sphere's point of view, was that their main-line heavy 'mechs were as fast as the medium 'mechs the Successor Lords used as raiders.
