Freakin hilarious.
Lincoln did the same thing. When he announced the blockade of southern ports, he legally acknowledged the soverignty of the Confederate States of America. A blockade is something you do to a foreign country.
I have heard of a town, here in Texas I think it is, that a year or three back seceeded from the Union over another dispute with the border patrol. I think it was over the failure of the govt to adequately defend the border and stop the illegals. Three things:
1.) It isn't really worth the effort to chase down every petty criminal. Even the people who secede. If they want to act like a foreign nation, it's fine. As soon as they come in direct conflict with D.C. (By, say, firing on Fort Sumter, though the Civil War is obviously different from a few small cities) they will discover that, no, you can't secede where other's fail.
2.) Lincoln lived in the Pre-Bureuacrateze age. He didn't have "Naval Quarentine." Besides, the Emancipation proclaimation was also a War Powers Action, supposedly against a foreign power. Civil Wars are never neat.
3.) The Indian Nations were never part of the United State. The people themselves enjoy citizenship within the United States, but the Indian Nations are states subordinate to the Federal Government (With relationships regulated by treaties, acts of congress, and the Common Law), but generally superior to (or at least autonomous of) the states. _________________ "Politics is the Art of looking for trouble, finding it everywhere, misdiagnosing the problem, and applying the wrong solution."
