Another of my favorite things to do is look at the equipment currently listed in the TROs and compare them to real-world militaries. One thing that was sorely lacking (in my opinion) was any reference to vehicles designed for Special Operations use. One of the most vital parts of military operations today are the "wet works" done by groups like the SAS and Green Berets. Why should the Battletech universe be any different?
The Dolphin Submersible Insertion Vehicle, or SIV, had to be small, cheap, and above all: quiet. It mounts no weapons since, if it is detected, it will likely be destroyed anyway. Though a Fusion engine would allow for an unlimited travel distance, they are much rarer and, in the real world, louder than a standard deisel engine.

Not bad. The one thing is, I'm not sure how useful a covert insertion from water would be. Since most any covert insertion is against an enemy world, you'd have to have a DropShip insert this without being seen, then stick it (the sub) in the water. It's not useless, but I'd think that its usefulness would be limited by the need to deliver it from space.

True enough. I imagine these would be deployed from orbit (in a drop pod of course), in the days or weeks preceding a major assault. The sub would be, in effect, a mobile operating base for the commandos inside. For comparison, the Packrat has one ton of troop capacity, and can support 10 men for 2 months (according to an article in The Dragon, which I conveniently found in a PDF collection of Battletech articles printed that magazine). If the SIV has 3 tons of capacity, it could support 30 men for an equal amount of time, or 10 men for six months. The commandos would use this time to travel along the coasts, destroying targets of opportunity, or leave the submarine stationed somewhere hidden to strike targets inland.
At least, thats how I see it being used.
