What does a PPC Capacitor do?

it increases the heat and dmg of IS PPCs by 5pts but requires a turn to charge up. while charged, it can explode like a guass and creates 5pts of heat each round.

So it basically makes the PPC equal to the ERPPC in terms of heat and damage?

I thought this kind of "tech" question belonged in Design Submissions?
