I don't believe it; someone made a mech worse than the Kraken II!
The MG ammo is the "crowning" touch.
I have a great mental image of someone firing both lasers with stealth activated.
I wouldn't have expelled the designer; I would start production on all his designs (and make sure my superiors know to export them all). You just know that some wannabee Chaos March lord will snap these up.
