==Overview:==
Some designs ask "why?"
The Hooligan asks "why not?"
Designed around a generic hover APC chassis, the Hooligan is somewhat unique
as far as vehicles of its size and type go. As the name implies, the main
tactic for using the Hooligan is to have the units speed through the middle of
combat - especially if the fighting is in a close-quarters environment - and
either sting the OPFOR or drop off its load of infantry as appropriate.
While the Hooligan utilizes a 60-rated fusion engine (something highly
uncommon), the decision to go fusion instead of ICE allows for the vehicle to
come together. A turret-mounted medium laser provides a fair amount of
firepower for a unit of this size, with the two small lasers giving it a token
bit more punch. The weapons being energy-based also enables the unit to
operate away from base for an extended period of time.
Switching over to fusion also freed up enough in the way of both internal
space and weight so as to allow an extra soldier to ride along with the squad
inside. On the surface, the extra soldier may not seem like much. But when one
digs deeper, they'll see that the true impact goes beyond having an extra
grunt in the field (which in and of itself can be significant). The Hooligan
takes a page from IFVs designed in the 1980s in that it has firing ports for
its passengers; there are three ports each on the right and left sides, with
two ports in the rear. This allows the infantry to fire their personal weapons
at whatever targets are trying to come up on the vehicle from the sides or
rear; OPFOR infantry will find themselves decidedly out-gunned unless they
have heavy weapons, and even battle armor may have to be wary depending upon
what kinds of weapons and ammo are being used. The trade-off, however, is that
the seats within the Hooligan are made from a hard plastic instead of metal;
switching from seated to firing position requires the occupant to first fold
their seat so as to allow them room to kneel. Hard plastic seats are easier to
fold, but are generally regarded as less comfortable.
Topping it all off is an extra half-ton of armor. While the armor is still
limited overall, the design is now more robust than a normal vehicle of its
size; it can even withstand a single medium laser hit to any of the facings,
something similar vehicles cannot boast.

As mentioned in the overview, there are a total of eight firing ports:

*2 on the rear.
Occupants may use these ports to fire any weapon that requires the pistol,
rifle, shotgun, or sub-machine gun skill to fire; whether to allow thrown
weapons or arrows / crossbows is up to the GM. The to-hit roll is based on the
skill of the occupant firing the weapon, not that of the driver.
The effect of the hard plastic seats is negligible unless the players wish to
role-play this out.

In real life, select infantry fighting vehicles - such as the BMP family, do indeed have such weapons ports. This allows the infantry inside of each vehicle to potentially fire on targets, giving them the best of both worlds. Implementation of the concept has been fairly spotty (for example, the BMP-1's ports were angled, meaning that the infantry could only fire diagonally forward), but in practice it can be fairly effective.
Given that BTech is still heavily dependent upon infantry, one would think that vehicles with weapons ports would be valuable. Additionally, some of your man-portable weapons, like the elephant gun, Zeus heavy rifle, and the laser rifle, are potent enough to where they can threaten battle armor.*
On top of that, given the extreme range the books say you can get from a laser rifle (one model can drop someone from a full click away), such a vehicle can turn into a mobile sniping platform.
*This actually came up in one of the novels, too. A team of Elementals was dispatched to a small, semi-abandoned town to root out members of a resistance group. The point leader allowed himself to get separated from the other point members by a child, who led him into a trap. When the leader opened a door, the occupant of the room fired off a rather large musket (similar to an elephant gun). The round tore through the guy's armor plating and still had enough force to crack a rib.
Angry and bleeding, the guy tried to take off after the shooter instead of calling for backup.
