I've been thinking that if a person doesn't have a healthy body, then her/his heart won't be able to pump enough blood for her/his muscles and reflxes when she/he uses them. So I came up with these rules:

The total of a person's STR & REF points can't be greater than her/his BOD points multiplied by 10; otherwise she/he will have a heart attack.

Yeah, I know; these rules should be improved. Recommendations? Comments?

3rd edition already had caps in place.

When going to roll on the life path system, a character started out with a firm maximum number: 8 for STR, DEX, RFL, BOD, INT, and WIL; 9 for CHA, EDG, and SOC. Based on life path choices and event rolls, the cap could raise or lower.

Furthermore, 6 was the highest that a person could go in any one stat without buying an additional trait that would boost it up above and beyond.

There was no "by 10" under that rule set, as getting such high numbers were impossible to begin with.

Check AToW p. 85 Experience Point (XP) Costs Table.

I'm still running off of 3rd edition, and I don't exactly have any plans for upgrading for the foreseeable future.

AToW allows no limits on attributes as long as they're paid for using starting/experience points. You'll love AToW. Only problems with it is that the life path events aren't listed.

You're talking to someone who actually has spreadsheets listing his own home-brew life paths for 3rd ed.

I don't presently mean to upgrade to 4th unless I have to; it's simply a lot easier for me, both as a GM and a writer, since it allows me and my players an easier time of putting together stories for their characters.

This is based upon a logical fallacy. You can have a VERY healthy heart with perfect blood flow and still not have a healthy body. examples: Multiple Sclerosis, Parkinson's, Cerebral Palsy, Liver Failure, Kidney Damage, and a suppressed immune system.

Likewise, you can have a VERY weak heart and have a healthy body.

This is why certain traits exist: Fit, Glass Jaw, Handicap, Pain Resistance, Poison Resistance, Thick Skinned, Thin Skinned, and Toughness.

Also, i believe you missed something:

Elementals on the streets of Harlech!”
A character with the Exceptional Attribute Trait may have an
Attribute value that is 1 point above the normal maximum for that
phenotype (see Character Maximums in the character creation
rules, p. 85). This Trait, however, does not actually raise the selected
Attribute itself or provide the Attribute at its new maximum value;
experience points must still be spent to accomplish that (during
character creation or game play).
Though Exceptional Attribute may be purchased multiple
times, only one Exceptional Attribute Trait may be applied per
Attribute.
AToW pg. 116.

If you say so.

But why does AToW p. 85 Experience Point (XP) Costs Table say in the Level/Score column "11+", and just to the right of that it says in the Attribute Trait Level column "(Level * 100)"?

Again - if it bugs you that much, feel free to just ignore it.

Character Maximums
Attributes, Traits and Skills all have a maximum limit under
these rules, though these maximums can vary with the
character’s Phenotype and Trait choices. If a character receives more XPs in any Attribute, Trait or Skill than that Attribute, Trait
or Skill can support at its maximum level, the excess XPs may be recovered for use elsewhere if the player uses the Optimizing
Leftover Points rule (see p. 87). The maximum Attribute score a
character may receive is defi ned by the character’s Phenotype
(see pp. 121-122). The maximum number of Trait Points (TPs)
a character’s Trait may have is defi ned in the Master Traits List
(see p. 107). The maximum Skill level any character may have
in A Time of War is 10.

I am sorry if you consider this following statement rude, but I feel it important to repeat what Chihawk has said: You really need to re-read and understand the basic rules before you start creating optional rule sets.

The Attribute levels of 11 or more are most likely included on the table just in case the GM wants to create a detailed NPC that is a mutation or something similar. However, the rules clearly state "The maximum Attribute score a
character may receive is defined by the character’s Phenotype
(see pp. 121-122)".

I don't consider your statement rude. But I did read somewhere in AToW that the GM could allow attributes higher than 10 if he/she wants to allow for superhuman beings.

In this case, "if" is the operative word.

I've only ever been in one campaign where someone took their BOD beyond 8 and only ever seen one character whose SOC was beyond 8.

All other characters I've seen or worked with had their stats 6 or lower.
