Overview:
The Capellan Confederation purchased it's first ER PPCs from the Draconis Combine. Liao
operatives smuggled the illicit weapons across the Federated Commonwealth. In order to
honor the Death Commandos, Romano Liao sent the first shipments of the weapons, the first
recovered technology from the Grey Death core to reach the Capellan Confederation to the
elite unit, ordering that the weapons be mounted on the PHX-2 battlemechs fielded by the
battalion. One of the 'mechwarriors receiving the new ER PPC foolishly complained about the
increase in heat-build up occasioned by the new PPC design. In her paranoia Romano Liao
ordered the death of the 'mechwarriors' entire lance. Predictably, the other PHX pilots
declared themselves to be delighted with the performance of the new ER PPCs. Sun-Tzu Liao
is said to dislike the PHX-3 configuration, but he refuses to dishonor the memory of his
mother by ordering the configurations changed. In this he is wise. The PHX-3s serve as a
constant reminder to the Death Commandos of the power of the Chancellor, and as a potent
representative of the power of the Confederation to both it's citizens and to enemies of the
state.
Capabilities:
The PHX-3 is an upgrade of the PHX-2. Similar to the PHX-1 in most respects, the PHX-3
carries triple-strength myomer and an ER PPC. Most PHX-3 pilots attempt to close with the
enemy as soon as possibe, and reduce him with the physical attacks made possible with
triple-strength myomer. Against heavier opponents, the ER PPC is an excellent weapon for
sniping.
Deployment:
The PHX-3 is secretly unpopular with it's pilots, who feel the ER PPC overheats the 'mech
during battle. Although the inclusion of double heat sinks would remedy the problem,
continuing ill-feeling towards the Liao family among certain elements within the Death
Commandos has caused Sun-Tzu to refuse to alter his mother's decree, as a gesture of the
supremacy of the Chancellorship. Sun-Tzu plays a dangerous game in alienating elements
within the Death Commandos. Were they ever to gain control over the elite battalion, the
Praetorian Guard of the Chancellor, Sun-Tzu would be at their mercy. Consequently, Sun-Tzu
has made a point to see that his PHX-3s see constant action, and always receive the most
dangerous assignments. However, not a single PHX-3 pilot has ever been slain in combat.

ER PPC in mech that has only 10 standard heat sinks asks for problems. In PXH with additional lasers and JJs it makes problems that even TSMs cannot out weight. History behind this machine is the strongest selling point behind the mech.

As a player in the game I can appreciate a design I'd only wish on a Death Commando.
Personally, If I was to pick one I'd give it the lowest rating in the book and trade it for an Urbanmech or a Locust at first chance.
But as a Liao design its actually better than average. The TSM lets it be an absolute terror chasing down most scout mechs and pummeling them to death, and the ER PPC lets it all be possible.
